The aim of this report is to outline how digital technologies and digital media are redefining the way political parties fulfill their role as collective platforms for political participation of citizens, e.g. in relation to the parties’ decision-making processes, communication strategies, funding mechanisms, membership, information sharing, etc. and to highlight the existing international standards and good practices in this area. The report is to inform the revision of the Guidelines on Political Party Regulations, published in 2011 by the Organization for Security and Cooperation in Europe’s Office for Democratic Institutions and Human Rights (OSCE/ODIHR) and the Council of Europe’s Commission for Democracy through Law (Venice Commission), to promote adequate coverage, including benefits and risks, of new technologies and new media in political party regulations.
